		<description>Dear Councilman Brown,
I welcome a more effective,efficient,easy processing career training program with corporate and private industries agreeing  and entering into contract to give back by putting the graduates and those who satisfy and complete the requirements to work for above minimum wage starting at 13.00 an hour,with health benefits and leave.So that people can pay their rent and provide some essentials.Accountability,Audits. No more Allowing Big Business to operate here,Build Skyscrapers here and our DC  Residents can&#039;t even get qualified for any job from mail clerk(mail from office to office) to even a clerical receptionist with a presence of mind and determination that  as a productive and positive asset to the Company they can move up threw the company,or organization,or construction companies, or whatever the case maybe.The programs to date including the employment agency of DC-DOES,is not feasible to anyone serious about getting a job.The people who are assigned to you for assistance in applying for &quot;your&quot; unemployment benefits  at DOES (all sights but shamefully at the Naylor Road Site,why don&#039;t you secretly pop by,not even your staff should know until you get there and no cell phone use,watch well so as pray-)the majority treat clients the same as or worse than they treat people applying for &quot;tanf&quot; and they cover for each other including the security. When a client tells the DOES case manager assigned to them, male or female that you would like assistance in obtaining another job,(and I know of people who take updated resumes and references with them and whoever it is that is suppose to assist,directs you to a cold, computer,roll their eyes as if you are asking too much,make snide remarks and dismiss you in such a way most don&#039;t ask for any more help,but leave discouraged and hopeless feeling.Winging it on their own competing with hundreds,with no heads up no hand- up, no encouragement in feeling worth anyone&#039;s time,there is lack of trust in the system of things and no trust in its employees hired to do a job they take for granted to be set in GOOD Government stone forever mostly because of who the know or what they know as the case maybe.No fairness ,no justice,no integrity in the work place these last 25 years.YOU KNOW THEY TOOK OVER SOUTH AFRICA AND CALLED THEMSELVES MODERNIZING IT.WHAT DID THE NATIVES WHO LIVED THERE GET OUT OF IT???? So while many  others concerns and complaints are the same from clients seeking career training threw DOES over the last 25 years have fallen over and over again on Deaf Ears -From the desks of Center Directors to Supervisors and back again.No accountability..The employees,case managers,and superiors have indifferent attitudes towards the people that are the very reason they even have a job,and in this economy.lETS NOT STOP WITH THE JOBLESS SITUATION,MAYOR FENTY, COUNCILMAN, COUNCILWOMEN.SOMEDAY ACCOUNTABILITY.....
The little man/ women are getting it done.Why we are hands on,relate to the people we serve and realise as we all should that except for the grace of god there go &quot;WE&quot;.
 THEY all need to reapply the principals of getting out of their good well heated,well air conditioned offices and go out to speak to Human resource supervisors and managers-key word -
WHO ACTUALLY DETERMINE WHO GET HIRED, AND DEVELOP A RELATIONSHIP WITH THEM AS YOUR CONTACTS FOR THOSE WHO MEET THEIR REQUIREMENTS WHO ARE YOUR CLIENTS TO ACTUALLY HAVE A GREATER CHANCE OF BEING HIRED.In the seventies and eighties this was done.We even had a partnership with the FBI and other federal and District Government Agencies would notify Non-Profit Organizations of certain entry level testing and or training and arrange for clients to come in by appointment and with referrals from that agency.This was more successful.I took the FBI
Test in 1978 and passed with a 99.I only missed one.
There are so many job displaced,those on Tanf ,and people 30,40 and above returning to work,
bringing great talent and experience, including the people who will be completing the 
New and additional Apprenticeship and other Career training Programs who will come out needing to go to work right away.
I hope you will address and look into some of these things so important to DC residents mentioned here.

		<description>Back during the Jimmy Carter Years the writer help to bring to this city, the CETA Arts Program. That provided well over 300 temporary or part-time jobs for young and developing artist. Most are grown and have mad considerale contributions to the art world evolving around the Nation&#039;s Capital. 

Unfortunately, as it was back then, the influx of the recent arrivals getting a strong-hold on the Arts in our once fair city ... is once again limiting the opportunity to foster the creation of the next generations of those who will both visually and artistically speak too  the &quot;like and times&quot; of the African American presence during the &quot;OBAMA&quot; Administration. Or be associated, and find jobs in the market place at the levels they were back then.

It is my hope that we come to the table to speak to such issues, and try to find the none-traditional ways that we might find and African or minority American presence working as technocrates, apprentice, managers, or everyday functionaries, and major decision makers in the infrastructure of the city&#039;s galleries, Museums, production centers, the maket place and/or the profit centers.

With the &quot;OBAMA&quot; Job Training Progams, it is highly possible that my son, your daughter, or the kids down the block will be able to add several other options to their career alternatives... other than chasing a ball, walking the streets, or trying to make it in the Hip-Hop struggle for survival.

A combine effort between the DC Commissions and Council for the Arts and the Humanities, and the yet to be proposed &quot;Departmant/Office for Economic and Cultural Development&quot; will go a long way in insuring that as a a&quot;people&quot; we continue to contribute to the essence of American and World Popular Culture. The one thing that should come out of the local and national administrations speaking to the African American presence and it&#039;s unrealized potential.
